Prolific shoplifter banned from area of city after stealing £5,000 of goods from retail park

A 'prolific' shoplifter has been banned from entering an area of Cheshire for five years after being caught stealing £5,000 worth of goods.

Stuart Fennell, 42, was handed a Criminal Behaviour Order (CBO) at Chester Magistrates’ Court on Monday (April 24). The court heard that Fennell, of no fixed abode, had stolen or attempted to steal items from stores on a number of occasions at Greyhound Retail Park in Chester during the last year.

As per the terms of the order, Fennell is prevented from entering an area covering the retail park for the next five years. He also must not conceal items in bags or on his person and must leave any retail premises when asked by security or staff. Cheshire Police described Fennell as a ‘prolific offender’ with 'no regard for the criminal justice system'. Inspector James Wilson said: “Fennell is a prolific offender who has brought misery to Chester’s Greyhound Retail Park over the past 12 months. “His offending has increased dramatically and despite multiple offers of support, he has refused to engage with officers, persistently showing no consideration for the impact his behaviour has had on others. “Fennell has no regard for the criminal justice system, or the police and he cannot be allowed to continue to act in this way, which is both criminal and anti-social. “I hope that this order provides reassurance to the local community and helps to deter Fennell’s criminal behaviour.” Anyone who encounters Fennell breaching any of the above restrictions is urged to contact Cheshire Police via their website or by calling 101.
