Two men, aged 27, were arrested last week accused of being the main suspects in the alleged incident in a room at the Red Sea Hotel in Eilat, southern Israel.
Over the weekend, nine minors - understood to be 17 years old - were also arrested in connection with the alleged attack on August 12.
Witnesses reportedly claimed up to 30 men were involved - and although police say it's unlikely to be as high as 30 they believe the number is in the double digits and are not ruling out any possibilities.
