Learning disability care homes fall into special measures as watchdog finds residents 'at risk of harm'

Bury, have been ranked Inadequate and placed into special measures by the Care Quality Commission (CQC) after two damming reports, published in January.

The reports, following two inspections at the end of 2020, revealed numerous 'safety concerns' - along with a 'blanket decision' that was made, meaning residents could only go outside with a staff member during the Covid-19 pandemic, leaving them 'socially isolated'.The Elms, which cares for a maximum of six people with learning disabilities or autism spectrum disorder, had 'deteriorated' in its condition, including 'evidence of leaks and damps', that 'parts of the home were unclean', and that 'infection control had not been considered' in some rooms.Annual gas checks had not been completed.
