Labour’s Disability Minister, Sir Stephen Timms, has provided an important update to those concerned about the contentious Work Capability Assessment (WCA).
The assessment, which is used to determine fitness for work and eligibility for benefits like Universal Credit, looks set for a revamp, with changes set to be revealed within weeks.
Responding to a written question from Steve Darling, MP, the DWP chief candidly admitted: "The Work Capability Assessment is not working and needs to be reformed or replaced." Although specifics of the proposed remodel are yet to be disclosed, Sir Stephen did confirm the overarching goal: "We are committed to reforming the system of health and disability benefits so that it promotes and enables employment among as many people as possible." These assessments have faced staunch criticism for declaring individuals "fit for work" who may be too ill or disabled for employment.
In a striking moment at an evidence session with the Commons Work and Pensions Committee on 6 February, Darling highlighted alarming research connecting the WCA to 590 suicides during the first three years of its introduction.
