Negotiators were also called to the scene.A 32-year-old male was cuffed and later taken to hospital for an assessment. A Police Scotland spokesperson told The Scottish Sun : "Around 3.05pm on Wednesday, 23 September, officers were called to Pinefield Apartments, Elgin after concern was raised regarding a man in a property there.
