Rochdale council introduced a £20 fee last November for replacing bins which were missing or damaged, following a four-week public consultation.
The policy has led to a 42 pc drop in the number of wheelie bins being replaced, with chiefs noting more residents taking a ‘responsible’ approach to recycling. READ MORE: But it has not generated anywhere near the amount of cash expected - while remaining deeply unpopular with residents.
