Simon Phillip Cowell (born 7 October 1959) is an English television personality, businessman and record executive. He has judged on the British television talent competition series Pop Idol (2001–2003), The X Factor (2004–2010, 2014–present) and Britain's Got Talent (2007–present), and the American television talent competition series American Idol (2002–2010), The X Factor (2011–2013), and America's Got Talent (2016–present). Cowell is the principal, founder and chief executive of the British entertainment company Syco.

A long-running planning saga at a former city pub premises has taken yet another twist.Approval for change of use to shops, financial, professional or other services within part of the former Falcon Bar building, 45 Borestone Crescent, was granted last month.It applies to what had been the ChurrosNChill takeaway.Restaurant Black Rooster and adjacent ChurrosNChill had both started operating within the former pub premises during lockdown without planning permission.According to a Scottish Government planning reporter that address had been subdivided without the knowledge of, or permission from, Stirling Council to accommodate Black Rooster and ChurrosNChill.Upstairs neighbours Don and Carol Ritchie, who have lived there since the 1990s, had complained in 2021 of being regularly disturbed by a loud rumbling sound from a large flue and customers shouting in the rear car park - where there is a picnic style seating area for customers - as well as cooking smells.Black Rooster applicant Richard Wilmot however was granted planning permission, with conditions, in August this year at the third time of asking.ChurrosNChill, however, did not receive planning permission.

It ceased operating this summer and Mr Wilmot’s plans for a cafe and hot food takeaway there, submitted in November, were granted permission earlier this month.Now a further application for change of use at the former ChurrosNChill section, submitted in November, was granted planning permission on December 22.
