While those under Tier 3 measures must not meet anybody outside their household or support bubble indoors or outdoors.In the new rules, there is currently no exemption in the law for an "established relationship" that is outside of the same household or support bubble.Which means if neither person in a couple lived alone, they would not be allowed to form a support bubble.
