Having already been jailed for 11 years, the 37-year-old was subject of a medical tribunal, which has now banned him from working in medicine.
But Garg insists he was not interested in the tribunal, and says he wants to leave the UK 'due to stressful personal events'.
Police said Garg, formerly of King Street in Wigan, forced himself on his victim during a night in Yorkshire while staying at the same address as her.
