Bolton Council ordered the buildings to be demolished after they were built outside the initial planning requirements. But the row was taken to a government inquiry which has just ended.
The luxury detached properties, at Grundy Fold Farm, off Chorley Old Road, for which the council issued an enforcement in 2018, were up to a third bigger and in different locations than allowed, the inquiry heard.
The hearing took evidence from plot holders and their lawyer and from the local authority. Planning permission was granted for the conversion
