Manchester City were reportedly recommended the signing of Fulham's new midfielder Sander Berge by Erling Haaland before his switch to Craven Cottage.
The Blues have been on the lookout for a central midfielder this summer after deciding to allow Kalvin Phillips to join Ipswich Town on loan.
In an extraordinary move, MEN Sport understands former captain Ilkay Gundogan will be returning on a one-year deal with the option for a further 12-month extension.
