Interest in the 20-year-old, deemed the brightest Spanish talent in his age group, has mounted throughout the season, with Barcelona, Real Madrid and Bayern Munich also linked with the winger.
However, City believe they are close to an agreement with Los Che which would see an initial fee of £21million paid, and further add-ons worth up to £10.5m included.
Torres’ arrival would ease the blow of losing Leroy Sane to Bayern Munich, although he prefers to be used off the right flank rather than the left.
