Education Secretary Gavin Williamson said trying to put all pupils back in classrooms on the same day will not be "practical".
He did not say who would return to school first. But he pointed to countries that have separated pupils by age groups, as well as a region-by-region approach.
London is thought to have been a couple of weeks ahead in the peak of the virus. The Cabinet minister did not put a date on when schools will reopen - saying only it should be "at the earliest opportunity" once it is safe.
