People who were left without power and stood waist high in floodwater back in June still don't know why it happened. The cause of the flash flood in Leigh that hit residents of Higher Folds on June 12 is still unknown but the council believes there were 'multiple factors' at play.

Rumours over the cause of the flash flood at the time ranged from heavy rainfall causing the drains to overflow to a poorly maintained brook neighbouring the properties. At the time of the flood, a spokesperson for United Utilities said that Pen Leach Brook was in ‘poor condition’ and ‘appears to be the cause of the flooding’.
