Back then Jeremy Hunt said the agreement of a new ‘Trailblazer’ devolution deal for Greater Manchester would give the mayor more financial freedom and make the combined authority more like a government department.
But five months later, questions remain about the level of scrutiny Andy Burnham will face as he takes on more powers and a single local budget.
Following pressure from local Conservative MPs, Mr Burnham and the 10 council leaders will be publicly scrutinised on a quarterly basis as part of the new devolution deal - which gives the Labour mayor more control over technical education, housing standards and local trains.
