The parents of a young woman who was sleeping rough and self-harming in the weeks before her death have accused Stockport council of putting its own reputation ahead of ‘learning lessons’ from the tragedy.
Katie Norbury was a much-loved daughter, sister and friend - she had a ‘great passion for horse riding’ and hoped to take up a job in animal management after completing her college studies.
A big fan of Katie Perry and Taylor Swift, the Heaton Moor teenager also held a Saturday job at a fishmongers and had begun learning to drive.
But at just 18 years old she was found dead at a council-run hostel she had been staying at since suffering a major epileptic fit in the town centre some weeks earlier.
