Just a thought,” she told the then health secretary. Mr Hancock replied: “Perfect. ”Britain was still in its third lockdown at the point the messages were exchanged, and social gatherings were limited to two people meeting outside in public places.
It was illegal for social gatherings to take place indoors, or to involve more than two people. The messages do not indicate whether they made any plans after that, but a government spokesman said on Thursday that there was “no celebration” and that Ms Whately’s comment was intended as “a joke”.
