The 15-year-old was in the care of the the local authority in 2003 when she died after being injected with heroin by a man then aged 50.It prompted Greater Manchester Police to launch Operation Augusta, a probe which found she had been sexually exploited by older, Asian men who were allowed to operate in plain sight around care homes.The report found Victoria, known as Vicky, suffered 'severe abuse and exploitation' for two years before her death.But Augusta was shut down in 2005 for resources reasons, despite having identified 57 potential victims and up to 97 suspects.Earlier this year, a blistering report commissioned by the Mayor Andy Burnham found that a gang of paedophiles had been allowed to pray.
