It is understood John Cooper, 63, has been staying at The Midland hotel in the city centre for more than a year as he represents a tranche of families at the continuing independent inquiry into the atrocity, including Figen Murray, whose son Martyn Hett was among the 22 who died in the May 2017 terror attack.
