Video footage has emerged showing the moment a man who died in police custody told officers, 'I can't breathe' during a previous arrest 10 months before his death.
Simeon Francis, 35, was filmed pleading with police after being restrained in Exeter, Devon in July last year. During the arrest Mr Francis can be heard accusing the officers of being “racist” and while being restrained on the ground he tells them he "can't breathe".
In the video, Mr Francis is also heard shouting, 'You've got my throat'. Around 10 officers are involved, with three holding him down at first.
