Killer who carved Swastikas on victim he raped and murdered recommended for prison release

The mother of a woman who was raped and stabbed 60 times by sadistic killer Steven Ling says she is "disgusted" that the Parole Board have recommended he be released from prison.

Ling murdered Joanne Tulip on Christmas Day 1997 in Stamfordham, Northumberland. He stabbed her 60 times while he raped her and carved Swastikas on her body.

He was jailed for life in December 1998 and was initially ordered to serve at least 20 years behind bars, but in 2009 a High Court judge cut the minimum term to 18 years.

Now, at a Parole Board hearing in July, despite objections from Joanne's mother Doreen Soulsby, two psychologists said they were recommending that Ling should be released, the Mirror reports.Ms Soulsby condemned the decision, saying: “I’m absolutely appalled and disgusted the Parole Board have made the recommended decision to release my daughter’s murderer into the community. "That man committed horrific offences against my daughter and yet is deemed to not be a high risk and is safe to be released from prison.
