The family of a student who was stabbed to death in Nottingham have criticised the decision for a review instead of a public inquiry.
Valdo Calocane killed 19-year-old students Barnaby Webber and Grace O'Malley-Kumar, and school caretaker Ian Coates, 65, last year.
Last week, Calocane was given a hospital order after being diagnosed with paranoid schizophrenia. The family of Mr Webber called this a "huge insult".
The Care Quality Commission (CQC) has been asked to investigate the care Calocane received before the killings. Health Secretary Victoria Atkins said this review would provide quicker answers than a public inquiry.
