Sancho, 21, was cut from England's 23-man matchday squad against Croatia last week and completely unused in the stalemate with Scotland, when Southgate made just two substitutions.
Southgate has played Sancho 19 times but only 10 of them have been starts and seven of England's attackers have had minutes ahead of him so far at the Euros.
