The 42-year-old of Massey Avenue, illegally dumped rubbish in Harpurhey on two separate occasions. On May 25, 2021 and December 1, 2021 Biffa Waste Services operatives working on behalf of Manchester City Council found fly-tipped waste on council land at Smedley Road and Monsall Street in Harpurhey.

The rubbish was traced to residents in Manchester who told the council’s Environmental Crimes team they had paid Mallon to dispose of their waste.
