The 43-year-old, who played for Manchester United between 2001 and 2005, earned 45 caps for his country - and has previously guided the U17 and U19 national teams.
Carroll won one Premier League title and the FA Cup during his time at Old Trafford. That came on the back of a £2.7m switch from Wigan Athletic.
He made 72 appearances for United across all competitions, before following it up with subsequent spells at West Ham, Rangers and Derby County - among others.
