The Spain international has been out of favour at Stamford Bridge in recent months with Frank Lampard dropping him out of the starting line-up for several games.
While he eventually regained his No 1 spot back from Willy Caballero there have been rumours that he could leave the club this summer.
Chelsea paid Bilbao a club record £72million to sign Kepa in 2018 and they would want to recoup as much of that fee as possible in any transfer.
