A new £50 Winter Heating Payment for Scots is at "risk" after an SNP Minister said it is reliant on Whitehall playing ball.
Social Security minister Ben Macpherson said the DWP had to meet a looming deadline before payments to 400,000 people could be made in February.
Labour MSP Monica Lennon said: "Ministers must convene urgent talks with the DWP and ensure the Scots who are in line for the Winter Heating Payment access it immediately.
A failure to do so would be a betrayal."The WHP, targeted at those on low income benefits with extra heating needs during the winter, could reach nearly half a million people.
