The council's chief finance officer could be paid more than £100,000 a year if the pay rise is approved, as could whoever is selected as the new city solicitor.
The post of strategic director of place, which is also vacant, will remain among the highest paid at the town hall with a salary range of £110,087 to £126,238.
The workforce panel, which agreed the final details of recruitment for the two vacant posts last week, endorsed the pay rises which must now be ratified.
