Peel L&P bought the Hulton Park Estate, in Bolton, in 2010 and announced plans for a major development at the site in 2016.
Bolton Council gave the green light to the plans in 2018, but the proposals proved controversial with the local community and the decision was called in by the Secretary of State for Housing, Communities and Local Government, Robert Jenrick.
