One of PC Andrew Harper's killers is applying for permission to appeal against his 16-year prison sentence. Henry Long, 19, was acquitted of murder but admitted manslaughter after the 28-year-old traffic officer was caught in a crane strap attached to the back of a car the teen was driving.
