Earlier this month a majority of MSPs backed a motion calling on the legal advice to be published. The Scottish Conservatives now plan to bring a fresh vote in parliament this week calling on ministers to finally reveal the documents.
It comes after John Swinney last week told MSPs that two senior civil servants would not be permitted to give evidence before the inquiry.
