Watchdogs have ordered police to conduct an internal investigation into the death of a dangerous Scots sex offender found in caravan after a six-month manhunt.Glasgow-born Richard Scatchard was wanted in connection with the alleged murder of Kelly Faiers in Minehead, Somerset.
The 61-year-old was pronounced dead at his Scatchard's home on October 15 last year after being seen at the pub with him just hours before.Police spoke with Scatchard at the time but did not arrest him and when officers returned to speak to him the next day he had vanished and was not seen again until he was found dead on April 4.
A mandatory referral was made to the Independent Office for Police Conduct (IOPC) by Avon and Somerset Constabulary due to prior police contact with 70-year-old Scatchard.
Now, the IOPC has advised that the force’s professional standards department should carry out a local investigation into their search for Scatchard and into his death, but they will retain oversight.
