When the council offered Lisa a flat on the seventh floor of a tower block in Bolton, she thought "they were taking the mick".
She and her young daughter had just been made homeless, having been kicked out of their rented home in east Manchester through no fault of their own.
Health issues prevented Lisa from working, so she struggled to find a place she could afford to rent. In the end, the 42-year-old went to the council for help.
