According to Marca, City had no intention of signing the 30-year-old forward and the move was emphatically rejected by Pep Guardiola.
Mbappe and Neymar clashed last month during PSG's win over Montpellier, with the two strikers seen arguing over penalty duties after the Frenchman had missed an earlier spot-kick.
While Neymar has never directly addressed any links with City, he has previously expressed his desire to remain in Paris.
