That is according to Italian journalist Fabrizio Romano, as cited by the Daily Star, who says City are refusing to throw in the towel in their hopes of signing the England captain.
However, it is claimed that City will only consider launching another big-money move if Spurs change their stance in regards to the striker's future and be willing to let him go.
