Thursday near Soho West, a trendy club in downtown Los Angeles.Witnesses told TMZ that West hit the fan in the head and in the neck, and the person's head struck the ground with impact.
West was seen in a clip on TMZ arguing with a person, at one point saying, 'Did y’all say that or not? Did y’all say that or not?
