The borough recorded a rate of 645.7 cases per 100,000 people in the week ending July 11, according to the latest data from Public Health England.
The national average is 360.1 cases per 100,000 people for the same period. Infection rates have gone up in nine boroughs of Greater Manchester and fallen in one.
The lowest infection rate is in Bolton, where the rate is 334.5 cases per 100,000 people. Across Greater Manchester as a whole, the infection rate is now 505.8 cases per 100,000 population.
