Peter Huxham, 63, who was previously jailed for fraid while running Starcross Post Office, was found by officers who searched his flat in Plymouth following a concern for welfare report from his landlord.
An inquest into his death heard Mr Huxham's body was so badly decomposed a cause of death was unable to be confirmed. Neighbours reported seeing a build of mail in his letterbox, and flies on the glass inside the front door before reports were made to police on July 26 this year.
Officers attended his first-floor flat at Western House, in Dawlish, later that day after being a key by the landlord and discovered Mr Huxham on the floor in his lounge.
