Palmer, 19, started for England at Turf Moor having become a regular fixture for City's first team squad, making seven senior appearances this season — scoring twice.
The forward played off the right for the Young Lions in his fourth cap at U21 level, and was involved throughout as they raced into a 3-0 lead in the first half.
The Czechs pulled a goal back before half time from the spot, but England held out comfortably to get their U21 Euro 2023 qualifying campaign back on track.
