Dr Michael Daley, a consultant anaesthetist, said he didn't challenge the officer, and policy would have prevented him entering the City Room anyway because it was a 'hot zone'.
Dr Daley gave evidence to the ongoing public inquiry on Thursday, as it was confirmed the chairman, Sir John Saunders, will publish the first of his three reports - on security arrangements in place at the Arena at the time - at 2pm on June 17.
