It has been reported that the incident took place on Sunday night on the Keio Express Line as revellers made their way out to Halloween celebrations.
Witnesses reported the 24-year-old man carrying a blood stained knife, with many believing that it was a stunt for the October 31 celebrations.A number of people are said to have been injured in the attack, with a man in his 60s in a critical condition after being stabbed.Several people claimed that the attacker was seen pouring fluid around a train and started a fire on board.One video from the scene showed a stream of people running away from the train
