Mr Burnham hit out at ministers as he told a press conference that Greater Manchester was being used as part of an 'experimental regional lockdown strategy'.
Mr Hancock insisted that ministers wanted to work with local leaders following a day of negotiations around the region's lockdown status.The Health Secretary told the BBC: "The situation in the north west of England is severe.
