Coun David Greenhalgh hopes the government's cabinet office minister can convince Scottish leader Nicola Sturgeon to drop Bolton from the list of places her administration has advised people not to travel to or from.
The ban led to a public dispute between Mrs Sturgeon and Greater Manchester mayor Andy Burnham, with some residents reporting that holiday bookings in Scotland have been cancelled.
