The Brazilian international has not been named on City's retained list and is instead on the Premier League's list of players set to be released this summer.
The list, which was released on Friday, also included Spanish defender Eric Garcia and mercurial frontman Sergio Aguero, both of whom are set to join Barcelona next month.
However, the MEN understands that contract talks between Fernandinho and the club are ongoing as his inclusion on the list was merely to comply with Premier League rules.
