Gordon Smith put forward a plan for regional reconstruction of the SPFL that included top flight B teams more than a decade ago - only to see it rejected because lower league sides felt it would cost them publicity.
The SPFL are currently assessing Rangers ' proposal to move to a 14-14-18 set-up that would include Colt teams from Glasgow's big two while Kelty Hearts and Brora Rangers would also join the professional body.
Smith has revealed his 2009 plan has some similar elements but the lower league clubs felt they would struggle to make a mark alongside the big guns.
