Steve Clarke blasted referee Vitor Ferreira after a costly late free-kick decision teed up the Netherland's equaliser. Jack Hendry and Kevin Nisbet put Scotland in front twice but Memphis Depay's double denied the makeshift Scots a morale-boosting win.
The pair struck in either half as Scotland looked to be set for a first victory over the Dutch in 18 years but Depay struck a brilliant last-gasp free kick past Craig Gordon at his near post.
However the Lyon man's curling effort in the closing stages came after a foul was awarded against Celtic loanee Hendry on Depay.
