smoking could be increased to 21 under shock new plans drawn up by the Health Secretary in a push for less than five per cent of Brits smoking by 2030.

The "radical" independent review set in motion by Sajid Javid is expected to recommend the legal age of purchasing cigarettes to increase. As well as the age increase, it's likely to propose new taxes to be latched on tobacco company profits.

Mr Javid, who quit smoking when he became Health Secretary last year, is also likely to recommend the NHS does more to push e-cigarettes.

A source involved in the report said: “We will have to wait for the full independent report before responding to any recommendations but we are not minded towards further restrictions on age of sale.“We need to do much more as a country to tackle smoking, which causes huge harm, including measures such as making vaping more accessible to help people get off cigarettes.
