City confirmed late last night that they were to be one of 12 founding clubs in the new breakaway league, which will have 20 participants every season and see a two groups of ten compete before a knock-out stage.
The plans have received widespread condemnation, including from City's official supporter's club, and now former chairman Bernstein has criticised the arrogance of the plans.
Bernstein was City chairman between 1998 and 2003, when he was heavily involved with the move from Maine Road to the Etihad Stadium.
