The 26 year-old has agreed a two-year contract with the club and becomes manager Ian Evatt's third addition of the summer. Wanderers have already brought in defender George Johnston, as well as re-signing attacker Dapo Afolayan.
Sheehan makes the step up to League One and has a wealth of experience behind him, having played 164 times for the Rodney Parade outfit.
