In Grimsby last week the town was preparing for a Blue Wall budget. Now a blue town with a blue MP and blue council, in a ribbon of blue that includes Scunthorpe and ­Cleethorpes, they might have expected a blue bung. “Welcome to the new Tory poster town,” says Billy Dasein, an organiser with community group East Marsh United, as he greets me.

And Stuart Jones, an ex-freight ­administrator, asks: “I expect you’re here about the levelling up whatnot?” The previous day the town had been visited by Communities Minister Robert Jenrick who sampled the local craft ale, Docks Beers, and announced £2million of funding for the town centre.
